Abstract

For knowledge-based informationmanagement system engineering and functioning assurance of regional security support a project management life-cycle conceptual model in the field of risksustainable regional development has been designed. The model is based on classical control theory and project management principles. The model uses knowledge domain formal description, project management theory apparatus and regional security control formalized scheme. The conceptual model has a multilevel structure and reflects the management problem-solving peculiarity of emergency executive measures that impact on regional security condition. Each event is proposed to consider as a separate set of projects, that allows transferring regional security research to the plane of project management problem-solving. The model implementa tion allows ontological and simulation models automated synthesis realization and its further application within the decision support system in the field of region safeguarding.  Scenario-based analysis and prediction of regional crisis situation expansion alternatives on the basis of designed model provide efficiency enhancement of regional security control system information support and quality of managerial decision-making.
